IBC 2009 Section 1004.1 specifies that the means-of-egress facilities for a building are to be designed to accommodate the number of occupants as computed in accordance with 1004.1.1 and Table 1004.1.1. For Industrial Areas Table 1004.1.1 requires 100 gross area (square feet) per occupant. Dividing the square footage of the ADR2 building (± 37,000 sf) by 100 gives rise to an Occupant Load of ±368 people. This served as the basis for the egress requirements for the ADR2 building. The restroom requirements were based on actual occupancy. The justification for this is the Exception clause listed in Section 1004.1.1: “Where approved by the building official, the actual number of occupants for whom each occupied space, floor or building is designed, although less than those determined by calculation, shall be permitted to be used in the determination of the design occupant load.” The actual occupant load of the building is 10 people.
